Chillicothe Utilities Department Starts 2 Big Projects May 17th

Chillicothe Utilities Director, David Fishel, announced that on Monday, work will begin on two projects within the city.

The city will be painting the Fifth Street elevated water storage tank next to Ohio University-Chillicothe, which is expected to finish in 60 days, with minimal disruption to the public.

Fishel says- “The water tower will see a new logo on this water tank. The contractor will be completely removing both the interior and exterior paint on the 5th Street elevated water storage tank, and then repainting it with a three coat system. The water tank will now be white with the new City of Chillicothe logo where the current letting is.”

In a separate project, Fishel says crews will close North High Street from Chestnut to Allen Avenue, including the intersection of Mill and High. Crews will be working on road surface repairs from 8am to 4pm.

Due to the closure, Chillicothe Transit’s Route 1 High and Mill bus stop will be closed. No other bus stops or routes will be impacted.

NFHS Opens Door For Basketball Shot Clock in High School Basketball

(INDIANAPOLIS) — Some rule changes are on the horizon for high school basketball, including the possibility of a “shot clock.”

A proposal for a national rule mandating a shot clock as well as a proposal to allow a shot clock by state adoption were not approved. 

“Information was given to the Basketball Rules Committee that shared the votes in individual states on how coaches and officials voted in support of or non-support of the shot clock rule,” said Theresia Wynns, NFHS director of sports and liaison to the Basketball Rules Committee. “The conversation among the committee members explored the pros and cons of enacting the proposal as a rule for all states and likewise for state adoption. The committee will continue to explore the shot clock issue.” 

In a statement from the Ohio High School Athletic Association, their leadership stated- “The OHSAA is aware of the recent NFHS basketball national rule change that permits a shot clock by state association adoption and will continue discussions on this option with the Board of Directors and the leadership of the Ohio High School Basketball Coaches Association. Factors such as cost, game operations, and officiating all have to be considered, but we look forward to getting feedback from the Board and coaches.”

These were among the topics discussed by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its annual meeting April 14-16. The rules meeting was held in an online format to comply with current health safety guidelines. All recommendations were subsequently approved by the NFHS Board of Directors.  

Rule 5-4-1 was one of three rules updated by the committee. It now states that a game is declared a forfeit if a coach is removed from the contest for unsporting conduct and no authorized school personnel are present to assume responsibility of the team. 

“Most states have bylaws to cover the instance when no adult school staff is on the bench to attend to the team. Officials are not likely to read those bylaws and consequently not know that rule,” Wynns said. “Having the basketball rules cover such a situation helps the contest officials and coaches alike if such a situation were to arise.” 

Rule 10-6-1 Penalty was also amended to clarify that an official is not required to provide a warning to a coach before a technical foul is given. 

“This amends an existing rule that gave the impression that a warning was a prerequisite to ruling a technical foul,” Wynns. “Using the word ‘may’ helps one to understand that a warning is only an option.” 

A timer’s responsibilities were addressed in Rule 2-12-5 when a player is disqualified or injured. A warning signal is sounded to begin a 15-second interval to replace a disqualified or injured player. A second warning signal was added when the 15 seconds expires to prepare teams for the resumption of play.

According to the 2018-19 NFHS High School Athletics Participation Survey, a total of 540,769 boys participated in basketball in 18,617 schools, and 399,067 girls participated in the sport in 18,210 schools across the country. It is the third-most popular sport for boys and girls.

The Ohio Department of Transportation has released their current plans for road repair and construction in southern Ohio for the Week of May 17th.

Ross County

NEW* S.R. 327 Culvert Replacement – S.R. 327 will be closed between Poe’s Run Road and the Vinton County Line starting June 7. Traffic will be detoured via U.S. 50 and S.R. 671. Estimated completion: Summer 2021.

U.S. 35/U.S. 23 Bridge Maintenance – Project to perform maintenance work on various bridges along U.S. 35 and U.S. 23 in Ross County beginning May 12. Traffic will be maintained in one lane in each direction throughout construction. Estimated completion: Summer 2021

State Route 104 Resurfacing – S.R. 104 will be reduced to one lane daily between Fairgrounds Road and the Pickaway County Line from 7 AM to 5 PM, Mon-Fri starting April 19. Estimated completion: Summer 2021

State Route 28 Resurfacing – S.R. 28 will be reduced to one lane daily from 7 AM to 5 PM between S.R. 138 and Harper Station Road starting April 15. Traffic will be maintained using flaggers. Estimated completion: Summer 2021

Scioto Trails State Park Culvert Replacement – Scioto Trails Forest Road 5 will be closed for 60 days near the intersection with Stony Creek Road starting March 22. Estimated completion: Spring 2021

Tar Hollow State Park Slide Repair – Park Road 10 will be closed for 30 days in Tar Hollow State Park for a slide repair project starting March 15 at 7 AM. Estimated completion: Spring 2021.

Ross County Guardrail Replacement – Various county roads will be reduced to one lane daily from 7 AM to 5 PM starting March 1. Traffic will be maintained using flaggers. Estimated completion: Summer 2021

U.S. 23 Slide Repair – U.S. 23 northbound will experience intermittent single-lane closures south of S.R. 372. Restrictions will be set up as needed for construction. When in effect, restrictions will occur between 7 AM and 5 PM. Estimated completion: Spring 2021

Highland County

NEW* S.R. 138 Culvert Replacement – S.R. 138 will be closed for one day just south of Titus Road starting at 8 AM on May 19. Traffic will be detoured via S.R. 753 and U.S. 50.Estimated completion:  May 19 by 5:30 PM

NEW* S.R. 28 Culvert Replacement – S.R. 28 will be closed between Ringer Lane and Monroe Road, immediately west of East Monroe starting May 31. Traffic will be detoured via S.R. 138 and S.R. 771. Estimated completion: Summer 2021.

S.R. 28/S.R. 138/S.R. 753 Resurfacing – This project will resurface portions of three routes in Highland County starting April 19: S.R. 28 between Leesburg and Greenfield; S.R. 138 between 7th Street and Jefferson Street in the village of Greenfield; S.R. 753 between Snake Road and McKell Avenue. The affected routes will be reduced to one lane daily from 7 AM to 5 PM during construction. Traffic will be maintained using flaggers. Estimated completion: Summer 2021

U.S. 62 Resurfacing – U.S. 62 will be reduced to one lane between the village of Hillsboro and Warlamount Road daily from 7 AM to 5 PM starting March 29. Traffic will be maintained using temporary signals. Estimated completion: Summer 2021

Jackson County

NEW* S.R. 139 Culvert Replacement – S.R. 139 will be closed between S.R. 279 and Bucklick Creek Road starting June 1. Traffic will be detoured via S.R. 139, S.R. 279, and S.R. 93. Estimated completion: Summer 2021

Scioto County

NEW* S.R. 73 Culvert Replacement – S.R. 73 will be closed for one day between McDermott Pond Creek Road and Carey’s Run Pond Creek Road starting at 7:30 AM on May 14. Traffic will be detoured via S.R. 348 and S.R. 104. Estimated completion: May 14 by 7 PM

U.S. 52 Culvert replacements – This project will replace two culverts along U.S. 52 starting April 1. The first culvert is located east of Upper Twin Creek Road. The second culvert is located between Pond Run Road and Ziegler Lane. Construction for both culverts will occur simultaneously. For both locations, traffic on U.S. 52 will be maintained in one lane using temporary signals. Estimated completion: Summer 2021

Riverfront Multi-Use Path – This project will construct a multi-use path between Front Street and Offnere Street beginning April 1. Traffic on affected city streets and school roads will be maintained in one lane using flaggers as needed. Restrictions may occur daily between 7:30 AM and 5 PM. Estimated completion: Fall 2021

U.S. 23/Feurt Hill Road Intersection Improvement – Feurt Hill Road may be reduced to one lane as needed during construction, with traffic maintained using flaggers. Two lanes in each direction will be maintained on U.S. 23 throughout construction. Estimated completion: Fall 2021

State Route 823 routine maintenance – state Route 823 will be reduced to one, 14-foot lane in each direction daily from 6:30 a.m. to 6:30 p.m. for routine maintenance, pavement grinding, and other work as needed from May 12 to May 13. Estimated completion: May 13, by 6:30 p.m.

Adams County

S.R. 32 Culvert Replacement – S.R. 32 will be reduced to one, 10-foot lane in each direction between Pine Hollow Road and Black Hollow Road starting April 26. Estimated completion: Summer 2021

S.R. 32 Resurfacing – S.R. 32 will be reduced to one lane in each direction between Tranquility Pike and S.R. 73 starting April 5. Estimated completion: Fall 2021

District-wide Reflective Pavement Marker Installation – Currently working in Adams County. Beginning March 22, work will commence on various routes throughout the district from 7 AM to 5 PM daily. Traffic on two lane roadways will be maintained in one lane using flaggers. Traffic on four lane roadways will be maintained in at least one lane in each direction during work hours. Estimated completion: Summer 2021

Brown County

NEW* S.R. 505 Culvert Replacement – S.R. 505 will be closed just south of the intersection with S.R. 756 starting May 24. Traffic will be detoured via U.S. 52, S.R. 133, and S.R. 756. Estimated completion: Summer 2021

NEW* S.R. 41 Slide Repair – As of May 13, S.R. 41 will be closed daily from 7 AM to 7 PM between Ellis Run Road and the Adams County Line as part of ongoing construction. These daily closures are planned to last through May 28. During periods of closure, traffic will be detoured via U.S. 52 and S.R. 136. At all other times, traffic on S.R. 41 will be maintained in one lane using temporary signals. Estimated completion: Summer 2021

NEW* S.R. 41 Safety Improvements – This project includes safety improvements on S.R. 41 between Ellis Run Road and Catbird Lane starting June 1. Improvements include resurfacing, widened shoulders, new signage and guardrail, and two culvert replacements. Traffic will be maintained in one lane using temporary signals for much of construction. A 5-day closure of S.R. 41 will be necessary to complete this project. During the 5-day closure, traffic will be detoured via S.R. 136 and U.S. 52. Estimated completion: Summer 2021

S.R. 125 Resurfacing – S.R. 125 will be reduced to one lane daily from 7 AM to 5 PM between Gillette Station Road and the Clermont County Line starting May 3. Traffic will be maintained using flaggers. Estimated completion: Fall 2021

State Route 125 bridge replacement at Georgetown – S.R. 125 may be restricted to one lane to complete construction on the White Oak Creek bridge replacement project, with traffic maintained using flaggers as needed. Restrictions, when needed, will be in effect daily from 7 AM to 5 PM. Estimated completion: Spring 2021

U.S. 52 Culvert Replacement – U.S. 52 will be reduced to one lane between Elk River Road and Logan Gap Road starting April 12 at 7 AM. Traffic will be maintained using temporary signals. Estimated completion: Summer 2021

Village of Aberdeen Sidewalk Upgrades – This project will install new pedestrian facilities in the village of Aberdeen at the intersection of U.S. 52 and Elm Street starting March 29. Traffic on U.S. 52 will be maintained in one lane in each direction throughout construction, with minor traffic impacts possible. Estimated completion: Summer 2021

Lawrence County

NEW* S.R. 775 Double Bridge Replacement – S.R. 775 will be reduced to one lane north and south of Venisonham-Camp Branch Road beginning May 17. The road will be closed for this construction. Traffic on C.R. 64 (Venisonham-Camp Branch Road) will be maintained in one lane using temporary signals for construction of the bridge immediately south of the intersection. During periods of closure, traffic will be detoured via S.R. 141, S.R. 378, and S.R. 217. Estimated completion: Fall 2021

S.R. 243/S.R. 378 Resurfacing – This project will resurface segments of both S.R. 243 and S.R. 378, as well as replace a culvert on S.R. 378. Traffic on the affected routes will be reduced to one lane daily from 7 AM to 5 PM beginning April 1. Traffic will be maintained using flaggers. Estimated completion: Fall 2021

U.S. 52 Bridge Repair and Maintenance – This project will perform various maintenance and repair work to several bridges along U.S. 52 starting April 1. Traffic will be maintained in one, 10-foot lane in each direction of U.S. 52 throughout construction. This project will include two, 14-day ramp closures at the U.S. 52/S.R. 93 interchange. During the ramp closures, traffic will be detoured via U.S. 52 and S.R. 141. Estimated completion: Fall 2021

State Route 7 Rockslide Remediation – S.R. 7 southbound between Buffalo Creek Road and Tallow Ridge Road is reduced to one, 12-foot lane. Additional traffic control measures may be necessary as construction progresses. Estimated completion: Summer 2021

U.S. 52 rockslide remediation – U.S. 52 is reduced to one lane in each direction between the Ashland Twin Bridges and Lick Creek Road for pavement resurfacing. Estimated completion: Summer 2021

Fayette County

I-71 Resurfacing – I-71 southbound between Yankeetown-Chenoweth Rd. in Madison County and SR 38 in Fayette County will have nightly lane restrictions (7 p.m. – 7 a.m.) starting Sunday, May 16 through Thursday, May 20 for pavement repairs.The I-71 southbound ramp to SR 38 will close overnight (7 p.m. – 7 a.m.) on Wednesday, May 19 and Thursday, May 20. 

Detour: I-71 southbound to SR 41 to I-71 northbound to SR 38.  

The SR 38 ramp to I-71 southbound will close overnight (7 p.m. – 7 a.m.) on Thursday, May 20.  

Detour: I-71 northbound to SR 56 to I-71 southbound. 

Pickaway County

City of Circleville Resurfacing – U.S. 22 within the city of Circleville will have daily lane restrictions (7 a.m. – 5 p.m.) starting Monday, May 17 through September 2021 for pavement repairs.

U.S. Route 62 Bridge Replacement – The U.S. 62 bridge over Deer Creek will close starting Monday, March 15 through September 2021 for bridge replacement. Detour: U.S. 62 to I-71 to SR 56 to U.S. 62 or reverse.

VFW & Ross NAACP Scholarship Application Period Still Open

VFW Post 108 and the Ross County NAACP are announcing that the application period for the Alonzo Lenoir Memorial Scholarship is now open until June 14th.

Two scholarships will be awarded to Ross County Graduating Seniors in the amount of $1,500 each.

To be eligible a student must have a family member who is a Veteran or currently in the Armed Forces, including the Reserve & National Guard.  Also, an eligible recipient can be someone who will be a Cadet at a Military school or ROTC program (Excluding High School Junior ROTC).The eligible recipient must have a scholastic achievement of at least a 2.5 grade average or above.

Wheelersburg Girls/Northwest Boys Are SOC Track & Field Champs

The track and field team titles were decided Thursday at Northwest High School, with Wheelersburg grabbing the girls team title and Northwest winning the boys championship.

The Lady Pirates team title came with 162 points with the runner-up being Waverly with 135, Third was Northwest 106, Minford 44, Notre Dame 36, Valley 32, South Webster 25, Clay 24, Eastern Pike 19, Ironton Saint Joe 14, Oak Hill 13, Green 12 and Western and Portsmouth West each had one point.

In the boys meet, Northwest is champ with 188 points and Waverly runner-up with 104. The rest of the standings were Minford 77, Wheelersburg 67, Valley 56, Notre Dame 27, Green 24, Oak Hill 22, South Webster 21, Eastern Pike 17, New Boston 11, Portsmouth West 8 and Clay with 2.

Chillicothe Boys & McClain Girls Win FAC Track & Field Championships

FAC Track & Field Championships

The Chillicothe Cavaliers slipped past McClain, while the Lady Tigers returned the favor over the Lady Cavs as the top two teams in the Frontier Athletic Conference Track & Field Championships at Miami Trace, Thursday.

The Cavs Boys team scored 145 points for the team crown, with McClain runner-up with 134. Miami Trace was third with 132, then Hillsboro 83.5, Washington CH 78.5 and Jackson with 77.

On the Girls side, McClain wins the team title with 159.5, Chillicothe’s Lady Cavs were runner-up with 134, followed by Hillsboro 101, Miami Trace 94, Jackson 87 and Washington CH 64.5.
