
Congressman Taylor Secures Nearly $17 Million for Southern Ohio

WASHINGTON, D.C. – Congressman Dave Taylor (OH-02) announced he secured nearly $17 million in federal funding for 13 community-driven projects across Ohio’s Second Congressional District. These critical investments, passed during Congress’s annual appropriations process, will return taxpayer dollars to local communities through the Fiscal Year 2026 (FY26) Community Project Funding process.
These investments were developed in close partnership with local leaders, elected officials, first responders, and community stakeholders to bolster local infrastructure, emergency response, healthcare services, and quality of life for Buckeye families.
“When I took the oath of office, I promised to advocate for the needs of Ohioans who have had to make do with far too little for far too long,” said Congressman Taylor. “Each of these 13 local projects is a result of year-long conversations I’ve had with local leaders, law enforcement, first responders, and service organizations about where the greatest impact of federal dollars could be made. FY26 Community Project Funding:
Adena Health – EMS Transport Expansion
Amount Received: $750,000
This funding will expand Adena Health’s internal EMS capacity by adding two fully equipped ambulances to the existing fleet housed at Adena Regional Medical Center (ARMC). These new vehicles will be outfitted with the necessary medical equipment, communication tools, and safety features to support inter-facility transfers, discharges, and urgent non-emergency transport.
Brown County Rural Water Association – Wahlsburg Tank Project
Amount Received: $2,000,000
The Brown County Rural Water Association will use this funding to erect a 2-million-gallon water tower. This water tower will provide an ample, safe amount of portable water to over 30,000 Brown County residents daily.
City of Wellston – Water Treatment Plant Project, Phase 2
Amount Received: $2,000,000
The funding will enable the Wellston Police Department to upgrade its outdated radios to MARCS-compatible digital systems. These funds will provide portable radios for all officers and mobile radios for each patrol vehicle, ensuring effective communication with neighboring law enforcement, EMS, and fire departments. These funds will bridge the funding gap for this police department, as this essential upgrade exceeded their budgetary allowance and is critical for ensuring officer safety and operational effectiveness.
City of Wellston Police Department – MARCS Radio Upgrades Project
Amount Received: $200,000
The Wellston Police Department (WPD) will use this funding to upgrade its outdated radios to MARCS-compatible digital systems. These funds will provide portable radios for all officers and mobile radios for each patrol vehicle, ensuring effective communication with neighboring law enforcement, EMS, and fire departments. These funds will bridge the funding gap for this police department, as this essential upgrade exceeded their budgetary allowance and is critical for ensuring officer safety and operational effectiveness.
Clermont County Coroner’s Office – Forensics Lab
Amount Received: $400,800
This funding will support various new forensic units in the Clermont County Coroner’s Office, allowing investigators to respond rapidly to crime scenes, extract data from mobile devices, and analyze surveillance footage. The National Integrated Ballistic Information Network will also be integrated into the lab, increasing the likelihood of the office solving cases and preventing further violence. The funding will additionally cover the salaries of three criminalists within the lab, which supports 15 local law enforcement agencies, the countywide Narcotics Unit, the Fire Investigative Unit, the Probation Department, and the Prosecutor’s staff.
Clinton County Board of Commissioners – Regional Wastewater Treatment Plant
Amount Received: $949,566
The Clinton County Board of Commissioners will use this funding to continue the planning process leading to the construction of a wastewater treatment plant to spur residential, commercial, and industrial development in Clinton County and throughout the region. The next steps of the sanitary sewer planning process made possible by this funding include the identification of the sewer system service area, potential alignment and sizing of sewer mains and related infrastructure, a study of the most effective and efficient treatment process, a conceptual estimate of construction costs, a projection of operational and maintenance costs, and the preliminary design of the treatment plant and collection system.
Holzer Health System – Pathology Lab Modernization
Amount Received: $999,000
This funding will allow Holzer Health System’s hospital laboratory services to be combined with Anatomic Pathology and Microbiology services. To accomplish this, it will assist with the installation of a new air handler unit (AHU) within the existing hospital laboratory system. Once this new air handling system is installed, it will enable the relocation of Anatomic Pathology and Microbiology to Holzer Health’s main campus.
The City of Logan – Water Treatment Plant Updates and Water Tower Project
Amount Received: $1,250,000
The funding provided to the city of Logan will add a third reverse osmosis (RO) membrane skid and replace an existing smaller 250,000-gallon water tower with a larger 500,000-gallon tower. The city serves about 7,200 residents year-round, and during the tourism season, the population increases to approximately 10,000. This project will protect and enhance drinking water quality and address local system growth needs, supporting the area’s increasing development and seasonal population surges and aiding continued economic prosperity.
Village of McArthur – Waterline Replacement, Phase 1
Amount Received: $1,000,000
This funding will facilitate the replacement of approximately 10,200 linear feet of aging 6-inch waterlines, 6,700 linear feet of service lines, 26 gate valves, and 26 fire hydrants. These funds will address aging and failing water infrastructure, replace undersized water lines, gate valves, and outdated fire hydrants. Ultimately, these projects will improve water quality, the reliability of service, fire protection capacity, and lead to long-term taxpayer savings.
Village of Williamsburg – Sewer Extension
Amount Received: $1,000,000
This funding will expand the Village of Williamsburg’s current sewer system to accommodate new land parcels on the edge of the village that lack sewer system access. The Village of Williamsburg is annexing 143 acres of developable land on its western border, and a 2500-foot sewer extension is needed to reach them.
Village of Winchester – Water Treatment Plant Improvements
Amount Received: $1,250,000
The Village of Winchester will use this funding to expand and modernize its regional plant servicing the northern portion of Adams County. This project will address the Findings and Orders issued by the Ohio EPA regarding failing septic tanks in the nearby unincorporated area of Cherry Fork. This water treatment plant will additionally service the newly constructed 55-acre industrial park, adding capacity for growth and accommodating the needs of the growing community. This will help address critical infrastructure needs, support economic vitality, enhance environmental sustainability, and ensure compliance with regulatory requirements.
Pickaway County Port Authority – State Route (SR) 762/Rickenbacker Parkway Roundabout
Amount Received: $4,000,000
This funding will facilitate the creation of a new roundabout and turn-lane improvements at the intersection of SR 762 and Rickenbacker Parkway, addressing growing congestion related to economic development. Construction components of this project include road grading, resurfacing, concrete work, and the installation of traffic control infrastructure. A portion of the funds will be allocated to traffic management during the roundabout construction to minimize disruptions for commuters and businesses. Safety enhancements such as improved road markings, lighting, and directional signage will be incorporated to ensure the new roundabout is efficient and easy to navigate. This project will enhance the safety of local motorists and pedestrians.
City of Ironton – Ohio Riverfront Improvements
Amount Received: $1,000,000
This funding will allow the City of Ironton to construct an access road to the riverfront, complete with necessary water, sanitary sewer, and streetscaping, and access for incoming business developments. Enhancing the accessibility of the Ironton Riverfront will fuel economic and business development, expand tourism, and add recreational capacity for residents.
