
OPSB Authorizes Construction of Fayette County Power Plant, Youngstown Electric Transmission Line

COLUMBUS, OHIO – The Ohio Power Siting Board (OPSB) today approved the construction of an 800 megawatt (MW) natural gas fired electric generation facility in Jefferson Township, Fayette County. The OPSB also approved the construction of a new electric transmission line in Mahoning County.
Bluegrass Power Generation
Bluegrass Power Generation, LLC will construct and operate the power plant on a 100-acre site south of Jefferson-West Lancaster Road and north of I-71, adjacent to the Midwest Mega Commerce Center, Ohio’s largest certified Job Ready Site. The Bluegrass Power Generation facility will operate “behind-the-meter” to serve the electric load of nearby future industrial customers and will not be physically connected to the electric power grid. Bluegrass Power Generation must adhere to 34 conditions designed to minimize potential impacts during the construction and operation of the facility.
Youngstown 138 kV Reinforcement Project
American Transmission Systems, Inc. (ATSI) will construct and operate a new 138 (kV) kilovolt electric transmission line to connect the Lincoln Park Substation to the Riverbend Substation. The 6.25-mile transmission line will be supported on steel monopole structures and will require a 65-foot-wide permanent right-of-way. The project is designed to improve the reliability of the electric transmission system in Youngstown and the surrounding area. ATSI must adhere to 26 conditions designed to minimize potential impacts during the construction and operation of the facility.
