Local Legislators Get Bills Signed By Governor

(COLUMBUS)—Ohio Governor Mike DeWine has signed several bills into law this week that had legislative sponsorship from our area lawmakers.

Among them are:

H.B. 222, introduced by Representative Shane Wilkin (Hillsboro) and Representative Terrence Upchurch (Cleveland), specifies that a nonprofit formed or acquired by a county hospital or joint township district hospital is a separate entity from the hospital.

S.B. 80, introduced by Senator Theresa Gavarone (Bowling Green) and Senator Jerry C. Cirino (Kirtland), requires political party affiliation to be listed on general election ballots in judicial elections increasing transparency. Representative D.J. Swearingen (Huron) and Representative Brian Stewart (Ashville) introduced companion legislation in the Ohio House.

S.B. 40, introduced by Senator Tim Schaffer (Lancaster), revises the way cigarettes’ wholesale minimum sale price is calculated by referring to the manufacturer’s gross invoice cost as the basis of a wholesaler’s cost.

Stewart Suspends Congressional Campaign

78th District Ohio House of Representatives member Brian Stewart of Pickaway County has announced the suspension of his bid to gain the 15th Congressional District Republican nomination.

The former Pickaway County Commissioner from Ashville, who was sworn-in as the new Ohio House Rep. for the 78th District, announced his decision to suspend the campaign for congress due to a lack of campaign funds.

On the same day that Ohio 15th District Congressman Steve Stivers announced he was resigning to become President/CEO of the Ohio Chamber of Commerce, a new member of the Ohio House of Representatives has declared his candidacy for that slot.

Newly elected 78th District Ohio House member Brian Stewart has declared his candidacy for the Republican nomination for that congressional seat.

Stewart took office as the Ohio House 78th District Representative in January following two terms as Pickaway County Commissioner.

In a press release, Stewart said; “Congressman Stivers is a good friend, and he has been a fantastic leader for our communities. I thank him for his service in Congress and I wish him well in this new chapter of his life. His leadership has made our beloved state and nation stronger and better equipped to meet challenges that are on the horizon.

Those challenges- whether from the extreme left, or an adversarial nation- must be dealt with aggressively and with conviction. Although I was not looking to run for Congress, in just the past few hours alone I have received strong encouragement from family, constituents, and community leaders to consider this next challenge. As an infantry veteran of the Iraq War, I have never shied from a challenge, and I am pleased to announce that I am running for Congress to represent Ohio’s 15th district.

As a small business owner, and now, as a member of the Ohio General Assembly, I have spent my entire adult life serving my country and my community. I look forward to being a conservative champion for Ohio in Washington D.C.”

State House Rep. Brian Stewart Big Part Of Bill Attempting To Connect Broadband To Rural Ohio

Former Pickaway County Commissioner Brian Stewart has jumped right into work as the new Ohio House 78th District Representative, co-sponsoring legislation known as House Bill 2 that includes helping tech companies development broadband service in Southeast Ohio.


The plan puts $210 million of state funds into the effort to get broadband into underserved areas. Stewart says this is for homes, not big companies.


Stewart says “Access to the internet has become the number one issue in southeastern Ohio and basically every underserved area in the state. We already had problems before COVID which has shined a big spotlight on all of these problems. We have gone to remote learning, but kids have to sit outside McDonald’s parking lot to do their homework. We have parents driving around late at night trying to upload school assignments and try to find a WiFi signal. And for those wanting to work from home, you can’t do that if you don’t have the internet.”

Stewart added that some of his constituents have told him they lost their jobs because they were unable to work from home.

Plans by Spectrum to install internet in some areas is separate from what House Bill 2 will do. 


Representative Stewart hopes the state senate will quickly pass the bill and claims Governor DeWine is ready to sign it. If approved, Stewart says funds could start being shipped to areas for internet infrastructure work to begin before the end of the year.
